Base Communications Planner, Bagram Air Field - Afghanistan, Trace
Systems, February 2013 – Present
Primary subject matter expert (SME) for the
U.S. Army Garrison and 335th Signal Command Project Cell for Army
telecommunications construction on Bagram Air Field while working hand-in-hand
with O&M, several OSP/ISP install teams, and the local authority having
jurisdiction (AHJ) for O&M acceptance of new works. Responsible for
coordination, expansion, and integration of immediate and long-term projects.
Responsible for planning, design, cost-estimates, utility de-conflict,
quality assurance (QA), and acceptance of commercial and tactical
communications construction $10k to $50m in scope. Maintenance of Army
infrastructure cable records and mapping. Participation in and organization
of multiple weekly working groups regarding construction, planning, and DPW
concerns for an Army base with a population that fluctuated between 20k and
40k.

Guard towers
OSP: Refined a requirement with an original contractor-estimated price tag of
over $25m to bring fiber and copper to 72 perimeter towers. Applied a sense
of value engineering to customer coordination that reduced the estimate to <$5m for the entire project>.
Further coordination and creative execution saved the military another
15-25%.
OSP/ISP Engineer, Bagram Air Field - Afghanistan, 335th E & I
(SPAWAR), April 2010 – February 2013
Engineering for OSP/ISP
telecommunications construction at Bagram Air Field while adhering to
industry criteria including BICSI, I3A, NEC, ANSI TIA/EIA, IBC, etc. Provided
customer service, daily progress reporting, requirement definition and
refinement, survey and field data collection, survey reports, material and
labor cost estimates, design, drafting, QA, project close out with the AHJ
for construction projects ranging in value from $10k to $500k. Maintained
project database/archive. Executed technician II/III level tasks including
all aspects of OSP/ISP construction. Operated heavy equipment. Performed
multiple construction cost analyses using AIA standard format and RS Means.

Performed construction inspection and
maintained log of all active vertical and horizontal construction projects at
Manas Air Base. Performed concrete testing for slump, air entrainment, and
cylinder break strength test. Extensive use of AutoCAD LDD and Civil 3D for
all aspects of civil design. Design and drafting for civil, structural,
architectural, electrical, telecommunications, and mechanical construction.
Extensive use of autolevel and Trimble GPS survey gear. Maintained existing
site database while updating CAD and GIS as-built records and conducting
as-built surveys.
